Lithuanian Railways Group begins preparations for EUR 480 million worth Rail Baltica tenders
In preparation for the tenders for the construction of the Rail Baltica section from Kaunas to Panevėžys, Lietuvos geležinkelių infrastruktūra, AB (Lithuanian Rail Infrastructure) will consult with market participants. It is expected that the consultation will help to better prepare for the tender and to develop the terms and conditions of the tender in the most clear and precise manner possible so that potential participants can offer services that are carried out within the time limits and the budget provided.

I therefore invite all companies to participate actively in the consultation process, to propose the best solutions or alternatives. Based on their results, the consultation will be followed by the completion of the procurement documents and the announcement of tenders worth almost 480 million euros, where Lithuania has already secured almost half of the funding. These works, like the entire Rail Baltica project, with a total value of 2.8 billion euros, in view of COVID-19 can become a huge lifesaver for Lithuanian business, so I urge companies not to be just passive observers, but to actively contribute to the implementation of the project," says Karolis Sankovski, CEO of Lietuvos geležinkelių infrastruktūra, AB.
During the consultations, businesses will be asked to provide their insights, suggestions and recommendations for the Project's public procurement procedures as regarding to the selection of the procurement model, determination of the qualification requirements, the cost-effectiveness criteria for evaluating the bids, and the main provisions of the procurement agreement.
96 km of new railway embankment will be installed for a double-track 1435 mm gauge railway track adapted for high-speed train traffic and engineering structures and connecting roads for cars will be built at the section from Kaunas to Panevėžys for almost 480 million euros. 58 km of upper track structure are installed. A bridge over the Neris River was built.
"This project implementation will be unique for the history of Lithuania in terms of its complexity. I'm not just talking about the length of the railway line. According to the expected requirements, for the first time a project of such a scope will be implemented using a 3D building information model (BIM) allowing for an efficient use of resources and planning of works and resources. The project will include the construction of the longest railway bridge in the Baltic States, which will extend over the Neris River by more than 1.5 km. We decided to use all possible know-how experience before initiating a tender of such complexity to make the project as successful as possible," says K. Sankowski.
The procurement of the contract works for the Rail Baltica section from Kaunas to the Lithuanian-Latvian border will take place in two stages. In the first stage, contractors meeting minimum qualification requirements will be selected for individual objects using dynamic procurement systems - for the installation of a new 98 km long railway embankment, engineering structures and connection roads from Kaunas to Panevėžys, for the installation of a 58 km upper railway track structure and the construction of a bridge over the Neris River.
In the second stage, up to 12 procurements for specific infrastructure objects will be announced.
Rail Baltica is the largest railway infrastructure construction project in the history of the Baltic States, during which an electrified 1435 mm gauge double-track will be built over the entire track of Rail Baltica. Project construction, the planned implementation worth of which reaches about 5.8 billion euros, is the largest investment to improve mobility and travel opportunities, to develop business, tourism and the exchange of goods in the region.
The total length of Rail Baltica reaches 870 kilometers across three countries: Lithuania – 392, Latvia – 265, and Estonia – 213. In Lithuania, the European route runs from the Polish – Lithuanian border through Kaunas and Panevėžys, in Latvia it will cross Riga, in Estonia - Pärnu and Tallinn. The Kaunas-Vilnius junction is an integral part of the Rail Baltica project.
The first stage of the Rail Baltica project was implemented by Lithuania in 2015 – a European gauge railway line was built from the Polish - Lithuanian border to Kaunas. During this stage, a 123 km long European standard cross-border railway was installed and is now used by passenger trains running between Kaunas and Białystok. In the future, this section will be renovated so that passenger trains, as in the entire Rail Baltica, can run at a maximum speed of 249 km/h.
Currently, active construction of Rail Baltica is taking place in the Kaunas Railway Hub, which will allow freight trains to run from Kaunas to Poland and further to Western Europe.
